Meditation in Policy & Governance

A major highlight of the conference was the resolution – released in the closing session on Feb 22nd  – urging governments everywhere to integrate meditation into policy frameworks across education, healthcare, corporate leadership, and governance. The resolution underscores meditation’s scientific impact on emotional intelligence, brain health, and social harmony, making it both implementable and measurable.

Daaji’s (Shri Kamlesh Patel) Keynote Message at the Global

Conference of Meditation Leaders

Daaji, the revered spiritual guide of the Heartfulness Movement, delivered a profound address at the GCML 2025, emphasizing the “Silent Revolution of Consciousness.”

He delved into the transformative power of Dhyana (meditation). At its core, meditation fosters the evolution of human awareness, transcending the limitations of the mind. He outlined three fundamental states of consciousness: Sthool (Gross), Sukshma (Subtle), Karana (Causal). These states influence Manas (mind), Buddhi (intellect), and Ahankar (ego), which in turn shape human perception and decision-making. He explained that while the primary function of the mind is to think, true evolution occurs when thinking progresses into feeling – a deeper, more refined level of awareness.

He reinforced that meditation serves as the vehicle to ultimate wisdom, allowing individuals to transcend superficial thinking and access profound inner guidance. Quoting the last part of the Gayatri Mantra, he invoked the divine source of all wisdom, urging the audience to embrace meditation as a path to self-transformation and harmony.

Daaji also highlighted the unique perceptive abilities of women, noting that mothers, wives, and sisters often sense changes in a loved one’s state even before they express it. This intuitive wisdom arises from the feminine energy that bypasses pure intellect and connects directly to the “super heart” – a space of deep knowing beyond rational cognition. Men have to take to meditation to connect to this ‘super heart’.

Scientific Validation of Meditation

Dr. H.R. Nagendra highlighted how meditation is a measurable science. Research conducted at S-VYASA University, in collaboration with Harvard, has demonstrated meditation’s significant impact on mental and physical health. He described meditation as a journey from dhyana to samadhi, a quantum leap in consciousness that expands human perception and well-being.

Shri. Chandra Pulamarasetti, Buddha-CEO founder, in his session “The Science of Meditation”, presented how meditation brings all round transformation in individuals .. increased physical quotient, intelligence quotient, emotional quotient, manifestation quotient, spiritual quotient and service quotient, with scientific explanations.

Scientists at the conference highlighted:

  • Neurons & Neuropeptides: Meditation increases neural connections, improving cognitive function.

  • Fearlessness & Adaptability: Meditation fosters courage, making individuals more open to new experiences.

  • Manifestation Power: Meditation amplifies the mind’s ability to attract positive experiences.M

Many researchers presented papers on the scientific benefits of meditation, while several engaging sessions and panel discussions took place in a smaller, secondary hall.

A Call for Global Meditation Adoption

Invoking India’s spiritual heritage, D.R. Kaarthikeyan urged world governments to adopt meditation as a fundamental tool for holistic development. He declared, “With the blessings of great masters, we appeal to all nations to embrace meditation for collective well-being.”

Wisdom from Spiritual Masters

A few eminent spiritual leaders shared insights through video messages for GCML:

Brahmarshi Patriji (GCML’s inspiration): “Meditation changes everything – our body, mind, perspectives on people, and circumstances. That is true progress.”

Sri Sri Ravi Shankar: “Today, we explore all the utilities of meditation.”

•    Sadhguru: “Life today is material-oriented. What truly throbs inside is life itself. To enhance life, we must ensure that external accessories do not outweigh inner processes.”

The Power of Meditation in Transformation

Dr. Newton Kondaveti described meditation as a “welcome pandemic”, spreading across the globe like an unstoppable positive force. He credited Patriji for democratizing meditation, making it accessible to all.

Dr. Newton Kondaveti and Dr. Lakshmi Kondaveti, past life therapy experts, spoke on The Art of Letting Go. Dr. Newton, who transitioned from practicing medicine, emphasized that meditation is a powerful tool to release past residues and limiting beliefs.

Padma Shri Dr. R.V. Ramani, Buddha-CEO Mentor and founder of the Sankara Eye Hospitals chain based in Coimbatore, delivered an inspiring talk on leading a life of service and striving for excellence.

Dr. Issac Mathai, chief of Soukya Holistic Health Center in Bengaluru, whose clients include the British royal family, revealed that he has practiced Transcendental Meditation for four decades. Meditation helps him to better relate to patients, and credits it for manifesting Soukya’s success.

Dr. Raghavendra Rao, Director of CCRYN, Ministry of AYUSH and Dr. N.K. Manjunath, Vice Chancellor of SVYASA, presented scientific research and evidence of how meditation is causing significant physiological and neurological changes into brain and body.

Mrs. Parinitha Patri presented a case on how meditation enables individuals to move towards planetary consciousness and sustainability.

Mrs. Pia Singh explained how she found meditation to be very transformative and aided in having miraculous growth and effortless life. She emphasized the need for regular practice and commended the organizers for such a noble initiative.

The day concluded with an energetic panel discussion led by Dr. Sai Krupa Sagar featuring several meditation leaders including Ms. Monica Bahl, Smt. Pia Singh, Mr. Karthik Sivakumar and Mrs. Sonal Doshi.

The conference also featured numerous testimonials in panel discussions from individuals, many associated with Brahmarshi Patriji’s Pyramid Societies Societies Movement and Buddha-CEO, as well as others from India and abroad – who spoke about their transformative experiences and implementation case studies with meditation including Shri. K.G. Rajkumar, Dr. Asha Pai, Smt. Sujata Sriram, Shri. Shailendra Jain, Shri. Santhosh Naik, Shri. Ramu Master.

In parallel to the proceedings in the main hall, few master classes and research talks were presented in another hall and were well received.  These included Dr. Sivaramappa B., Dr. Anuradha Sathyaseelan, and Smt. Jayashree M. Several researchers including Dr. Preeti Kohli, Dr. Chuang Ngo, Dr. Aditi Vats, Adv. Sayantan Dutta, Dr. Shuchu Mehra, Dr. Shambu Prasad Nautiyal, Dr. Sumati Nag and Dr. Shaifali Gupta presented excellent research being done on the power of meditation.

A Grand Vision for the Future

The inaugural session of the conference concluded with a powerful meditation led by Daaji, emphasizing pranahuti – the transmission of spiritual energy that propels consciousness into higher states. During the day, Chandra ji, Dr. Newton and Dr. Lakshmi led other group meditation sessions, helping participants practice the simple breath-mindfulness meditation several times.

In his closing remarks, the Hon’ble Vice President reaffirmed his vision: “Meditation will become a national cultural movement. Imagine the peace and fulfillment this will bring to society.”

Invoking a Vedic blessing, he wished:
“सर्वे भवन्तु सुखिनः । सर्वे सन्तु निरामया। सर्वे भद्राणि पश्यन्तु मा कश्चित् दुःखभाग् भवेत्।।”

(“May all be happy, may all be free from illness, may all witness auspiciousness, may none suffer.”)
With a resounding call to action, GCML 2025 set the stage for a future where meditation is not just a personal practice but a societal imperative.

Inaugurated by the Hon’ble Vice President of India, Jagdeep Dhankhar, on Feb 21st , the second day of the Global Conference of Meditation Leaders (GCML) brought together another array of spiritual masters and eminent speakers who laid out the all-round benefits of meditation and concluded with a Resolution appealing for encouraged it at educational institutions, organizations, and governments.

Buddha-CEO Quantum Foundation organized the second GCML at India’s most prestigious venue of Bharat Mandapam in Pragati Maidan, New Delhi., to usher in social change and world peace through Project Meditation.

Highlights of the proceedings of Day 1 included the Vice President Dhankhar and Padma Bhushan Shri Kamlesh Patel ‘Daaji’ elucidating the transformative power of meditation. Padma Shri honoree, D.R. Kaarthikeyan, in his welcome address as Chairman of the Conference, urged world governments to adopt meditation as a fundamental tool for holistic development. Dr. H.R. Nagendra, founder of  S-VYASA Yoga University, said meditation is a measurable science. Buddha CEO Founder Chandra Pulamarasetti gave a presentation on the Science of Meditation.

The second day began with a beautiful pre-conference meditation at 8am with live music by Smt. Amulya Shastri and Shri. Abhishek A.

Rajyogini Sister B.K. Shivani ~ Meditation to raise planetary vibration

The talk by Rajyogini Sister BK Shivani was one of the most anticipated at the conference. In an engaging manner, the Spiritual Mentor of Brahma Kumari’s World Spiritual Organization shared some tips to deepen our meditation and contribute towards a more peaceful world.

She said that meditation means mastering our mind and our sense organs, not just while meditating, but being peaceful even in a crisis, being compassionate and forgiving even when the other person is hurting.

Besides morning and evening meditation, she advised stopping every hour in the middle of whatever we are doing for one minute of meditation. Referring to Covid years’ fear and anxiety dipping collective consciousness, Sister Shivani invoked millions of people meditating worldwide to raise the vibration of the planet. “Let’s take out a worldwide campaign, letting everybody pledge, whether or not they know how to meditate, to just start sitting in silence for 10 minutes doing nothing.”

To motivate others to take out 10 minutes a day, we have to become ambassadors of meditation, she said. We have to show by example the impact of meditation in our lifestyles.

To create a change for the better in our world, she said that along with meditation, we need to add a few minutes of spiritual study which shifts our personality from ego consciousness, religion consciousness, and nationality consciousness to where the world is one family, she said.

Shri. Bhikkhu Sanghasena ~ Century of meditation

Shri Bhikkhu Sanghasena, Founder of the Mahabodhi International Meditation Center in Leh, Ladakh, talked about inspiring the young generation to take to meditation. “We see Indian youths achieving great things in IT, now let us motivate them to become yoga and meditation masters to spread spirituality around the world.”

He invited the next GCML to be held at his center on top of the Himalayas, which is ideal for silent meditation practice.

Shri. Chanchalapathi Dasa ~ Relationship with God

Shri Chanchalapathi Dasa, Vice Chairman and Co-Mentor of Global Hare Krishna Movement, and Sr Vice President, ISKCON – Bangalore, said spirituality alone can provide the solution at a time when all the material progress and access to information is not resulting in welfare and happiness of human beings.

Referring to Krishna’s Gita sermon to Arjuna, he said more important than gyana (theoretical knowledge) is vigyana (realized knowledge). Meditation is the vigyana aspect of spirituality.

One key aspect of spiritual learning, Chanchalapathi Dasa said, is that “we all have a relation with the supreme being and we must discover, understand, appreciate and experience that relationship, that the divine supreme being is so caring for us.” In gratitude we must relate to and comprehend the divine supreme being by direct perception, as taught by the Vedic literature, he said.

More presentations on different aspects of meditation

On the policy front, Dr Vinod Paul, Member of Niti Aayog who is looking after public health in India, talked about interventions needed for scaling meditation in the country. He recalled he was a student at All India Institute of Medical Sciences, New Delhi, in the 1970s when pioneering research was conducted there on the neurophysiology of meditation. So, he does not need convincing about its benefits. As a policymaker, Dr. Paul outlined four key areas where meditation can be systematically integrated: (1) Educational Institutions – for developing better emotional intelligence, focus, and resilience, setting a strong foundation for their future. (2) Workplaces - such as government and private offices, factories, police stations, and public sector units (PSUs) to enhance productivity, mental well-being, and workplace harmony. (3) Community & Public Initiatives – Encouraging meditation through panchayats, co-operatives, RWAs and others to make it accessible for everyone (4) Substance Abuse Prevention & De-Addiction Programs – therapeutic intervention for addiction recovery and urges its inclusion in national de-addiction policies to address substance abuse more effectively.

He stressed the importance of curriculum integration, recommending the inclusion of meditation in teacher training programs, medical education, nursing courses, and allied health sciences, ensuring that future professionals are equipped to promote its benefits.

Dr. Paul also called for standardized meditation protocols to ensure consistency and efficacy in practice across different institutions and programs.

Dr Gopala Krishna, Founder and Chairman of Spiritual Tablets Research Foundation, London, in his presentation dwelled on the miraculous effects of meditation on physical vitality and mental well-being.

Later, videos by medical doctors from AIIMS, New Delhi including that of its Director Dr. Srinivas were played which reinforced the impact of meditation on physical and mental health.

Mrs. Laurence Guihard-Joly, Co-Founder of Buddha-CEO and former Global Senior General Manager at IBM, spoke via video conferencing from France  on ‘Resilience, Inclusion and Growth Through Meditation’.

Shri. Shreans Daga, transformative coach and Chairman of Pyramid Valley International, gave a powerful presentation from Boston on the science of manifestation, followed by meditation on the subject.

The panel discussion led by Mr. Prashant Agarwal highlighted how meditation led to total transformation in individuals, featuring senior meditation leaders including Shri. Vijaya Bhasker Reddy, Shri. Rishikesh Patankar, Smt. Jayashree, and Shri. Rathinavel D.

Towards the evening, Dr Sai Krupa Sagar and Shri. Rakesh Jalumane, Co-Founders of Quantum Coherence Technologies, launched its corporate mobile app called BeSuperMind that helps you enhance your meditation Journey with Technology and Wisdom. The duo said it is tailored for individuals, leaders, and organizations and boosts team happiness, performance and productivity.

In between presentations, insightful panel discussions took place both in Convention Hall No 2 with a capacity of over 600 and a smaller hall.

In his closing remarks, Padma Shri D.R. Kaarthikeyan, former CBI chief and ambassador for many spiritual organizations, hailed the participation of spiritual masters and eminent speakers in the conference. While alluding to the fact that the Buddha-CEO Quantum Foundation is inspired by Brahmarshi Patriji, who promoted AnaPanaSati or Breath Mindfulness meditation, Kaarthikeyan said, “Our objective is to spread meditation of any type – all over the world to really fulfill Patriji’s mission.”

He also read out the draft of a Resolution adopted by GCML 2. In part it says, “There is a need to promote the practice of meditation in the universal public. Global Conference of Meditation Leaders (GCML) 2025: Elevating Leadership Through Meditation
February 19, 2025 | India International Centre, New Delhi

On the eve of the 2nd Global Conference of Meditation Leaders (GCML), an insightful press conference was held today at the India International Centre, New Delhi. Organized by the Buddha CEO Quantum Foundation, the session set the stage for the upcoming event at Bharat Mandapam, Pragati Maidan, New Delhi, from February 20-23, 2025.

The conference, which brings together policymakers, corporate leaders, researchers, and spiritual masters, aims to instill meditation practices at the highest levels of leadership. As leaders transform themselves, they influence the systems they govern – ensuring a ripple effect of peace, prosperity, and justice across organizations, societies, and nations.

Padma Shri D.R. Kaarthikeyan, former chief of CBI/NHRC, passionately reiterated, “Meditation is the only way to ensure joy, peace, prosperity, and justice.” He emphasized that violence in the world is merely a manifestation of disturbed minds, and thus, the solution to this unrest must also be planted in the minds. “Such forums,” he continued, “where meditation is actively promoted, are essential to fostering peace at both individual and collective levels.”

Mr. Chandra Pulamarasetti, founder of Buddha-CEO Quantum Foundation, further elaborated on meditation’s power: “Meditation is the greatest training of the mind. It develops all faculties – creativity, innovation, productivity, and resilience – leading to personal and professional excellence.” He highlighted that in the West, meditation is often referred to as “mindfulness” or “awareness,” but at its core, it is about inner transformation.

How Long Should One Meditate?

During the Q&A session, a journalist asked, “How much time should one meditate daily?” To this, Mr. Chandra responded with an insightful approach: “A simple guideline is one minute for every year of age, so a 30-year-old may meditate for 30 minutes. However, there are no rigid rules. An adult meditating for even 20-35 minutes daily experiences profound changes in life quality.”

Taking Meditation from Mountains to Marketplaces and from Ashrams to Auditoriums
The core mission of the GCML 2025 is to bridge the gap between spiritual wisdom and modern leadership. The event will bring together scientists, doctors, Vedic masters, revered spiritual leaders, and policymakers to emphasize how meditation:

  • Alters one’s energy and consciousness

  • Instills righteousness in leadership

  • Enhances decision-making and clarity

  • Improves emotional intelligence and resilience

  • Creates a healthier and more harmonious world

“We must take meditation beyond ashrams and into boardrooms, from the mountaintops to marketplaces,” said Mr. Chandra. “When one meditates, one transcends the body and connects with the infinite intelligence of the universe. Science now confirms that our thoughts and words emit electromagnetic energy, and meditation helps organize this energy towards positivity.”

He further explained that meditation develops willpower, allowing individuals to go beyond self-interest and act with compassion and ethical responsibility. “When we meditate, we dissolve past disturbances and become fully present. The energy of even a single meditator radiates positivity to their entire environment. That is the true power of meditation,” he added.

The Global Conference of Meditation Leaders 2025 will feature twelve guided meditation sessions.
